I don't know about the deck, but I would check with your local Lowes or Home Depot (or anything similar but full service with Knowledgeable people. Not Menards - their staff isn't trained so sometimes they know, sometimes they don't) and they will find something.

In the basement, first, pull up the carpeting -- chances are it is full of mildew. You can buy paint for basement floors, and it looks pretty good. Also on the walls, you might try some KILZ paint.

Wood deck, hand wash with a bleach solution and a soft nylon brush. For the wall next to the carpet use a TSP (tri-sodium phosphate) solution. After this has dried, paint using KILZ for a primer coat and then repaint with your color.
