An electrical component (stat, capacitor, relay, fuse, breaker) is preventing the unit from operating. If you aren't sure how to trace the power, call in a pro.

It may be something as simple as you may need a freon re-charging. Or it can be a dozen other problems: your system needs cleaning, you may need a new evaporator or condenser, or your switches may need to be checked. Whatever it is, you need a professional. You also need to be more specific: is the fan blowing and it's just not cooling? Is it not starting up at all? Is it cooling but not enough to cool the whole house? You should know these things b4 you call the technician, so they don't try to beat you in the head...if you live in the Atlanta area I can get my Hubby to check it out for you.
You didn't mention about power to the inside blower unit or furnace? The out side unit can have power but your thermostat operates on 24volt from the blower unit of furnace so when you turn your thermostat to a colder setting and nothing is coming on then it sounds like no power to the inside unit, if there is 120volt to the unit then its properly a bad transformer or thermostat.
