Our dishwasher is not draining all of the water out of the bottom?

Check the trap, but also check if your sink is clogged down the line. They both drain into the same set of pipes so it could be either.
Sometimes, I can clear both by just running the garbage disposal with clear water or vinegar.
Check the trap at the bottom; it's probably just clogged in which case you can remove the clog manually.

Have you always had the problem with the dish washer not empting all the way?If so their is a knock out plug you have to take out for it to empty all the way it is on the garbage diposal if you have one.That was my exsperiance if you have a disposal.
OK, there is a filter in the bottom that probably needs to be cleaned. It's happen to mine before.
There are older dishwashers that left a minimal amount of water, and it is not a problem. More water remaining than you noticed before in a dishwasher that has been used continually in hard water areas most likely has deposits built up in the dishwasher drain.
(There might be a product on the market that you can place in the standing water to remove the deposits; I know of none that work, but some products are labeled incorrectly in my territory.
Whether to get a new dishwasher depends upon large appliance availability in your area. A seal that closes tightly on all four sides of the door makes it an appliance worth keeping - whether you upgrade kitchen utility by a new purchase; note that it would have to be stored in an area insulated from air pollution.)
