Drippy and dirty?
It seems to me that you need an electronic air cleaner to prevent your A/C from getting plugged up with debris and dirt.
What that "drippy" stuff was, is probably algae that is accumulating on the coils or around, because the dirt and water (condensate), is causing mold and algae to grow and it becomes a mess. You need to filter the air, just like in the heating season, because there is alot of dirt in the air, and its collecting on the coils and all around the furnace... Get your furnace and A/C checke out and let them recommend something to prevent this.

Some of them have a float switch on the condisate line. This is the line that lets the water from the unit run to the outside. You will need to vacuum out the drain line from outside the house. If the AC then works that was the problem.
It could be the condensate drain line, as previously mentioned; also, the coil could be iced up and not letting any air through. Several things can cause this - a dirty air filter, a dirty coil, or the freon level could be low. The filter you can check yourself, for the rest you'll need to call a pro.
Is the fan kicking on to circulate the air?
