wipe down the walls with a mixture of hot water and amonia. If the place will be vacant for a period of time, place bowls of white vinigar around the house. Wait a few days and goback... the vinegar will absorb some of the odors. It should turn a dirty color. If you can shampoo the carpets, try that also. Arm and Hammer makes a carpet deoderizor that you can vacuum up after letting it set. These are all things i did when i moved into an apartment which previously had smokers.

Open all the window and use neutrodol carpet powder and air freshner. the smell should be gone after a few hours. Next time offer it to non smokers only!
Wash down the walls with TSP, following the dilution directions on the package.
Wash the walls, ceilings and windows. Those are good places for all that nicotine and tar to hang on. The bathroom will hang on to odors, too, because it is a moist environment. If you have carpets, you may have to get a steam cleaner and rent an ionizer. This will neutralize the air and clean it up. DO NOT stay in the room as it is running, though. Here is a link that shows you exactly what they do.
Uncovered dishes of baking soda will absorb the yucky smell.
Most cleaning companies offer wall washing. Wash the walls, prime with Kilz primer, and paint. Priming the walls is the most important part. Without priming, the smell will continue. But if the renters are still there and continue to smoke inside the house, I would tell them to wash the walls. Every rental agreement states that renters are to maintain their living area. Since they are causing the problem, they should help fix it. Just like if they broke a window, they pay to fix it. You could even tell them to pay for the company to wash the walls.
It will take you a while to get smoke out of a house. With a bucket of soap and warm water (you can use laundry detergent) wipe down all walls. Do the same for cloth furniture like sofas. Clean the carpets with a good vacume or hire a carpet cleaner. Wash all blinds/drapes. Pretty much any type of fabric material will hold the smoke smell.
I am a non smoker & I moved into a house whwere the previous owner smoked - I had to wash & repaint all the walls, shampoo the carpet 3 times, washed the kitchen cabinet inside & out threw away all the drapes/curtains & bought new & there still was some lingering smell. eventually we tore out the carpet & it was better. It was awful - I wish I had realized it before we bought the house.
