If you buy a heat pump type system it does both heating and cooling. I don't think they make heat pumps for window installs, (edit: I stand corrected, see next answer below) you might want something like this one if you needed a small unit rather than a whole house central unit, but it's a permanent type install.

Yes they make heat pump window units as well as units that have electric heat strips in it as well. They are costly though but they work great.
Reverse cycle or heat pump units are made to heat rooms. You will find that reverse cycle air conditioners are the most energy efficient form of heating available.
The cost difference between a cool only and a heat pump is negligible considering you are getting a heater with your cooler.
If you are really interested in using A/C for heating may I suggest you get a split system with 'inverter technology', otherwise just any old heat pump window unit will do.
