Answers:
city zoning commission, city hall
Or find your house plans

I would get the house papers from when you bought the house and maybe call a land surveyor and talk to your local land records office.
there should be some re-bar stake in the ground. you'll have to dig around the property lines, or go and get the property surveyed.
You should have gotten a plat of your land when you bought it that tells where the line is and who surveyed it. I called the original surveyors and they charged me 150.00 to resurvey the property. They brought a metal detector and found they buried re bar that marks the 4 corners of the property. If you know the general area of where the property line is rent a metal detector and DYI.
purchase a cheap metal detector and spend some time sweeping at the property corners you'll finally find your property corners because they have metal embedded in them mark them with a stake so your neighbor can see them
