Who helps handicapped people that live in mold ?

Question:My best friend has rhumitoid arthritis and is handicapped from it.. She is a beautiful person!! She is buying a government home that has standing water underneath it! They can not find the water source..They know its not coming from her pipes ..Its coming from the ground..She is living in mold.. She has got copd now..And is on oxygen..She has to live in the home its all she has..Does any body know what or who can help her?
