I have used a cheap white construction adhesive in a tube (waterbasis). Is this glue waterresistant once dry?

if the tube ssays that it is siliconized, yes.

Has to say waterproof on the tube, I would need the name of it to tell you otherwise but I'm sure it is at least water resistant.
