About the only thing you can do as a homeowner is to check to see if the coils need cleaning. If so, you can buy coil cleaner and follow the directions on the can. There are two copper lines running from the air handler. Grab hold of the larger one. It should be pretty cold. If not, it probably needs to be charged and you can't do that yourself. It takes special training, guages, tools, etc. and unless you are licensed, you can't even buy the freon.
But before you call out an A/C company, do you know anyone that could do it for you? Almost all apartment or building maintenance people are A/C certified anymore and would probably be glad to do it for you. If not, it there an apartment complex nearby? Take a run Through it during the day and see if you can spot the maintenance guy. Offer him 50 bucks and he'll give you great service.
If you're not trained in HVAC, you may be better off leaving this to the professionals. I had to have someone come out two years ago when mine failed. I was charged $50 for the service call but they would have applied it to the cost of the repair/replacement if I let them fix it. I didn't since they couldn't offer a good deal on a new unit.
But at least they told me what happened to make it fail.
