You might try cutting pliers sometimes called "nippers". You have to slide the end of the plier under the clamp and twist it so as to tear it and just keep doing it. I have to assume that you are talking about a garden. Some times it is not worth the work, just as easy to cut it out and replace a section.
If the metal is thin, you can try to pry it up with some needle nose pliers, if the metel is thick, try scoring it first with a hacksaw.
