My home A/C unit is blowing cool air, but hardly enough to cool the house. Thoughts?

Your aircon is hardly enough to cool the house, if it worked well last summer, then perhaps its time to clean your aircon. If the A/C is still blowing out cool air, you could rule out the coolant gas.
You see, the aircon collects dirt and grime on its cooling fins over time and usage. This layer of "insulative" dirt/grime then makes it harder for the aircon to cool effectively, thereby retarding the rate of cooling. Another possibility is that the blower of your aircon, the one responsible for "pushing"/blowing the cool air out to you is laden with dust/dirt, reducing the flow rate and thereby not cooling your room.
Both instances, you need to clean your aircon. Call your service professional or clean it yourself. Google "concaire" to find out how! thats the one I trust and use, its a mess free, lab certified method.
Tips on selecting a good aircon service professional:
1. Make sure they use certified chemicals. Its your health, and it pays to know
2. Don't engage those who simply use a vacuum and brush to clean, they agitate the dirt and dust without removing fungus and bacteria and often times you might get sick after the "clean"

No, its not the capacitor. It would not run at all if that was the problem.
1. make sure filter is clean.
2. check the coils in the outside unit for dirt, grass clippings and so on.-hose it out with a garden hose if necessary.
3. check the inside coils for dust -open the door to the filter-remove the filter. shine flashlight up into coils is it dirty or iced up. If it is dirty-then use your vacuum to clean it. if its frozen up-call the repair man.
is the compressor running or just the fan? also try taking a hose to the condenser coils if they(outside)are plugged up AC will not cool off right
There are a number of reasons your A/C system may not be keeping up. Measure the discharge air blowing out of a vent and then measure the return air where the filter is located. If you don't have a 15 to 20 deg. differential have your freon charge corrected.
Proper maintenance is important. If your filter is restricted the system will freeze up, if your evaporator is restricted your system will freeze up. If your condenser coil outside is restricted "clogged up" you will run a high head temp and run up your electric bill.
But if all your equipment is operating, and the system has cooled in the past, you probably need your refrigerant checked.
