My home air conditioner is not working, the fan outside is not spinning, what is wrong?

You will probably have to oil the shaft on the fan and hope that it isn't seized up. Just put some 3 in 1 oil on the shaft and spin it for a few minutes. Of course, you will have to remove the outer shell to get to the fan. That should work. It's something that everyone who owns an air conditioner should do every fall and spring.
Check your circuit breaker, just to be sure you don't call in the HVAC peeps too soon. Beyond that, if you don't know anything about AC units, I'd call a professional. Keep in mind, as well, that the refrigerant in modern units boils at -30.4 F, so it'll freeze your digits before you know they're frozen.
I know it sounds like a stupid suggestion, but it's outside and all kind of weird things happen with kids, neighbours, nature etc. Make sure there is no power to the unit at all, turn off the electricity if you have too, open up the housing, follow the electric wire to the inside plug that powers the fan's motor and make sure it's plugged in. If it is plugged in unplug it, brush the plug and replug it firmly.
If it doesn't work check the inside surge protector switch and see if it's been tripped. When the electric company turns off the power and turns it back on, it can trip the fuse\surge protector. If it is in the off position, then switch it to the on position. If that checks out it's probably only the fan's motor, the maker will be able to install a new part the same day.
