usually the only time all the burners will not get hot is because you have lost one line of the power to your stove...if you have fuses one fuse is bad or plugin is bad or cord has one line burnt off where it connects to back of stove...if you have breaker one line or side of breaker might not be working or any of the problems above might be wrong.will your oven heat up...if yes then the power wire to burners is bad...if no then bad fuse or breaker or bad cord or bad plugin.
First make sure the power is on to the stove 240volts if one 'phase' has kicked out the light will still come on but the elements wont heat up if that dont do it check the wireing under the elements and you may have to remove the back panel to check wireing lose wire burnt wire etc or a relay cutout switch
Electric stove elements pull out fairly easily. Just remove the elements that don't work. Most Home Improvement stores like Lowes, Home Depot, etc. have replacement elements, purchase replacement elements and push the new one in place. BTW, by "element" I mean the round burner that you cook on. You might have to remove a screw or two on some stove models to get the burner out, on many, they just slip into place.
I'm just speculating, but you may have a short in the line that feeds the electricity to the burners. The oven and the stovetop are probably fed through separate electrical wires. Unless you know something about electrical wiring, it might not be wise to attempt to fix it on your own. You should check your manual for the stove though, they may have information about troubleshooting or how to order parts. Most manuals are available online if you have the make and model, which is usually on a sticker somewhere on the appliance- sometimes if you pull the bottom drawer out (if you have one) it's there.
Stoves are actually pretty simple and just about all the replacement parts can be found at hardware places.
I just completely overhauled mine.
