My evaporative cooler motor only works on high it's only two years old and the low speed stoped working why?

The problem may be in the switch and not the motor. If it were mine, I would get out my voltmeter to see if there was a voltage on the motor winding. Assuming that there is no voltage, I would inspect the switch to determine if the contacts can be cleaned, or if the switch has to be replaced. There are special cleaning solvents that you can buy in an electronic parts store, but in a pinch you could use WD-40.
