I have found that the best mix is to use 2 gallons of water, 1/2 cup household bleach and dawn liquid. The bleach will kill off the algae and other biological growth and the detergent will help keep the bleach and algae wet for a loonger period while it works. Scrub the gutters with the material and then aggitate it after 10 minutes again to help lift the crud.
Give it about 10 minutes to work and then use the nozzle setting you can to remove the material. Don't let it dry in place.

Vinegar and water make an excellent cleaner for mold and mildew and are environmentally friendly.
The ratio to use is 30 parts vinegar to 70 parts water. Powdered laundry detergent can also help remove tough mildew and liquid bleach is also something tough on stains. Always dilute strong cleaners and solvents in water.
