I want to stop the air from coming out of one of my vents. (please don't tell to close the vent) it doesn't

Question:work. What is the best tape to use for this? I'm afraid the cold air will dry up anything I put on there.

Answers:
Pull the vent out and go to your local building supply and get a vent that you can regulate.
They are called supply registers and they arent too costly.
Its better than tape or saran wrap but you can pull the register and stretch plastic wrap across the back of it. After it is back in place you can trim off the excess wrap. It wont look as bad as tape and stuff on the outside.

ok,simple,an new vent cover, they're not expensive, and easy to replace
Duct tape is about the only thing that will hold. It will leave a residue when removed.

Another option would be to buy a magnetic duct cover. This is a sheet of magnetized plastic that fits over the duct, can be cut to size with scissors. You will find it is much less mess when you take it down.

Another alternative would be to buy some strip magnets in a craft department and use these to hold a piece of paper or plastic over the duct.

Also, in a real pinch you can remove the vent diffuser, wrap aluminum foil over the front and put it back up with the edges of the foil tucked underneath. Not pretty, but it works.
duct tape
not an expert, but duct tape.
You could check in the basement and see if the supply pipes have dampers built into them. Sometimes they do and sometimes they don't. They basically look like a handle on the bottom of the pipe. If it's in line with the pipe that means the damper is open. If it is across the pipe that means it is closed.
They have these magnetic covers to put over the vents. I have seen them before.
A new register (vent) isn't expensive, as mentioned above, so that's an easy option.

You're right that the air will dry out the tape if you put it directly over the vent. Cut a piece of cardboard the size of the vent, and then tape that in place with duct tape. Since the air won't be drying it out, it should hold at least through the season.

Since it is indeed ultimately just air, it's hard to think of an option that would be truly unsafe. Just find something that stops the air from coming through.
Cut cardboard to the size of the vent and slide it under the vent .
cut a peice of poster board the size you need just a tad larger, then put the registar back.
Stuff a towel in it.
