There are 2 ways to vacuum. Either in the filter mode or pump to waste mode. Pump to wate is going to use up lots of water and should be used for very dirty pools. If in the filter mode, and debris is going right back in the pool, then you need to clean and backwash the filter before vacuuming.

There is a valve that you must move to redirect the water thru the filter and not back into the pool...I know it`s vague, good luck!
Always backwash the filter before vacuuming. I always like to get the water level a little high and vacuum very dirty pools on backwash to eliminate the dirt quickly. This does use a lot of water. If the pool has normal dirt, backwash the filter first, then vacuum the pool, then backwash again. Finally, brush down the whole pool to prevent algae growth and to brush down particles not recovered while vacuuming. It is also possible that if you have a sand filter that the sand may need replacing or the lateral bars may be cracked. In a DE filter the filter grids may be defective or torn. If your filter is a cartridge filter it may need cleaning or replacing.
