Why does the toilet paper float back up after flushing... what is our plumbing problem?

The holes that the water from the tank flows in from are probably clogged. I bet this is an old toilet and you have real hard water.
Use some wire or a metal coat hanger to scrape the mineral deposits out of those holes.
To be sure this is the problem fill a 2 gallon bucket with water throw some paper in the toilet and dump the water in the toilet. If the 2 gallons of water flush the paper down then you know it is the holes are plugged.
You are taking too big of craps for your toilet to handle...get a turbo flusher...

I had the same problem and couldn't figure it out. Turns out the little holes inside the bowl where the water comes out when you flush were kind of getting clogged and didn't have enough power to "flush" everything down. He took a metal coat hanger and stuck it in each hole and losened them up and then it worked fine.

When using the toilet, while sitting flush the waste before you use toilet paper. In some sessions, the waste may require two flushes. In crowded conditions (jails, military barracks, etc) this is called a "courtesy flush" because the odor from one's waste is flushed, reducing the linger of odor.
If you need to use a lot of toilet paper, flush between toilet paper use again. It may seem wasteful but the alternative is a backed up toilet that can overflow sewage onto your floor; yuck.
Also... use a plunger several times until it flushes quickly and completely.
Another problem.sometimes the vent pipe that allows air from the roof is clogged with debris (heavy spider webs, leaves, even birds' nest). The lack of air slows down a drain.
You may need a professional rooter, too (roots or other foreign objects in the sewer line).
One more thing that can't be remedied easily...on occassion the builder installs a sewer pipe or vent pipe incorrectly or undersized. Remember, often the lowest bidder gets the job.
