When Connecting PVC pipes, is it necessary to user primer before using the cement?

Short answer is this: No, it is not necessary.
However, it is HIGHLY recommended. The primer helps the PVC bond together with the cement, by acting as a cleaner/prep and by "softening" the plastic just enough to almost make the joint bond between the PVC and the cement act as if it were a single peice of PVC.
There are no cons really that I can think of unless you have an extreme hate of the color purple! :)

No need for that. Primer just makes the color of the pipe easier to cover if your painting it. It also has other applications.
No - good PVC cement like Red Hot Blue Glue will bond the PVC sections together just fine. I have never used primer and my sprinkler PVC joints dont leak. Use a reliable cement like RHBG or Gorilla glue, because they make primer unnecessary. If you are using a weaker glue, and the instructions say to use primer, then use primer. Primer basically just makes the PVC a bit melty so the cement will really stick. But a good all-purpose cement will make primer unnecessary.

If you have properly cleaned and prepared the pipe, then it is not absolutely necessary. It does give you some added cleaning, so it will help reduce the number of failed joints.

Read the instructions provided by the manufacturer. If you ever tried to file an insurance claim, because of a flooded house, and the investigator finds that you didn't follow the manufacturers instructions, you will be denied your claim, and will have to pay all costs out of your pocket.
