Should underwater swimming pool lights be filled with water?

Question:The pool lights in my in-ground swimming pool are half-filled with water. Is this how they are supposed to be? Seems dangerous to me.

Answers:
NO!!! the seal around the fixture is bad and no it wont shock you if the fixture is low voltage 12v or it is on a GFCI circuit be safe and turn it off anyway !!!

NO! That's a recipe for electricution!
Have them replaced immediately!
Smart and observant! Water and Electricity don't mix. If all the safety devices are working, there is very little danger, but, are they all working? If they are working, as soon as the water reaches the bulb socket you should loose power, unless it is an ungrounded system. You better check with a pool company to see if it is ungrounded.
What happened to the seals (gaskets)? Make sure and get that checked out ASAP!
only if you want to kill yourself or through a suicide party
Very dangerous! If the lights are still working have them removed and drained, and have the gaskets replaced.
