What is a healthy humidity level for a home (basement)?

Question:We have two dehumid. running in our basement 24/7, and our electric bill is HUGE. What would be a good humidity level to keep? I don't want to pay to keep it below 40% if it isn't necessary, but I don't want it so high that it gets musty and mold can grow.
We have a bedroom, family room and laundry in the basement.

Answers:
40-60%rh

Two humidifiers can't be drawing that much current. How is the air circulation down there? Do you have 100% turnover in a day? Stagnant air also leads to mold growth, not just pure humidity. 60% is dry enough.
If you set the humidity at 60% that should be low enough to control mold growth.
