Check yellow pages under vacuum cleaners/repair and give them a call.Wal mart sells bissel so check there too.

Any place that sells Bissell should keep filters and belts in stock. Walmart carries them also.
I buy my vacuum belts at Home Depot. They have a pretty large selection. Sears will most likely sell them as well. Target is another possibility.
