I am having problems with my apartment. The heat and airconditioning is not working properly.?
Question:In the winter time the rooms are so cold but the living room and the kitchen are fine. We used to put the heat on 75 to get the apartment to be warm enough for us. Where can I go to complain about this. The apartment isn't doing much to fix this problem.

This sounds like a balancing problem and possibly the unit is undersized. Either way you landlord should be contacted. You are not going to have a legal type complaint if it can maintain heat though. There are a lot of houses that still use wall heaters here in California and you simply have to open the doors to heat back rooms.
Contact the local health board or a like agency, as in most states a landlord must provide heat and water etc, by law and health codes. Good luck
