Depends on the type and where you are located. Generally you can prune the spent flowers immediately after bloom. Lilacs, are an example of this. Other trees are sensitive to fluid loss and should be trimmed in late (Mar) winter in the Northeast. however, it can be done after the Spring growth phase but before the heat of Summer. Fall is an option if you can't wait until Winter. One of the advantages of winter is you can see the trees structure in order to make the form pleasing, no leaves to block your true sight.
