You are responsible for trimming the tree. However if the tree damages your property as in any vechiles or house they are responsible for the damages.

Hi, in Britain you can trim your neighbours tree if it is overhanging your garden. You must however return all the material that you remove to them. Try talking to them before you do anything to at least let them know what you are doing. Check with the local council to see if there is a tree preservation order on it. If there is you and your neighbour may have to get a professional in to cut it.
I agree with the writer of your first answer. If the tree is over the property line you have every right to trim it back to the line. The law as I understand it, makes your property line sacred from the "center of the earth to the heavens" Ask your neighbor if they will trim it back themselves.if not, trim it yourself.
if you dont like your neighbors put a copper nail in the tree then within a year you wont have to deal with that issue again.
