What can be done to repair a leaking felt flat roof other than to replace it all?

You can buy a tin of 'stuff' (sorry don't know the name) that you can paint on to seal. DIY shops sell it. I've put it on my flat roof, it worked for a few years, but I had to replace the whole roof eventually. Ouch!
u can buy this tar type stuff that u apply all over it its water tight , sorry dunno what its called tho so im not much use lol
You could install an over barrier membrane of rubber but my best recommendation, depending upon the size of the roof is to change the pitch and shingle it. It will cost just the same and last longer.

In the long run a replacement roof is the sensible solution. However, there are several things available at your local DIY store. You could with a tar based adhesive, bond a strip of felt over the original or you could paint the effected area with a waterproofing compound. These should be available at B and Q stores or Wickes builders merchants.

smear bitumen on roof leak then place roof felt on.
If just a small hole pore some bitumen on it then let it set.
The best thing to do is obviousily replace it.The second best thing is to identify the area where its leaking.Do all repairs on a nice dry day .Use a blow torch if you have or can get one to dry the area where the leak was.When dry you can apply a material such as synthaproof in the join .Pack the felt down to seal this repair.You can also apply a new section of felt over this by bedding in with synthaproof .You alternatively can use the blowtorch to torch on felt that is the torch on type. You dont need a blow torch ,you can do a repair with a cold synthaproof (roofing tar) and apply it under the felt where the leak was and also smear some over it with a trowel.Wear gloves , its messy work
Try to find the area which is leaking and apply a new piece of roll roofing over this area. You can buy this at Lowes or Home Depot, it is 36 inches wide and probably 50 ft or so on a roll, and is inexpensive.Use roofing cement along all edges of the new material (between old roof and new) and use roofing nails every couple of inches.
This is not an elegant solution but it should stop the leak for a year or two.
The best solution is to remove the old roofing and use the two part membrane system which is designed for flat roofs. This type material is not available at Home Depot or Lowes. You must go to a professional roofing supply company.
You can patch flat roof take out all the rotten stuff replace wood underneath f needed then glue felt over but make sure you seal it over original felt all around edges. If leak is a tiny tear, yo can buy this rubber stuff in a tin and paint it over the tear. cost about £12 a tin and yeuk to work with but it does the job.
