How do I return or replace a new Retractable Cord Reel 3 Electical Outlets 30ft.18/3 Gauge Cord?

Recieved this for Father's Day (06/17/07), when I pulled the cord out I found it would not retract.
My son purchased this at the Easton, MD truckload sale on June 9, 2007. How can I have this replaced or fixed? If another Truckload sale comes to my area can I take it back for an exchange?
