Can you fix a barometer if the hands are missing?

Yes but it needs to be done by a professional. Take it to a reputable jewellers or watch menders, if they do not do it themselves they will be able to recommend someone.
Barometers show in inches or millibars the air pressure. This is effected by height above sea level, so find out how high you live above sea level (from Ordinance Survey 1:25,000 maps) and get it calibrated at the same time.

You could fix it ok,(assuming there is nothing wrong with it apart from the missing hands) most difficult part would getting the right hands to fit the spindle size on your barometer. Once you've got them should be easy enough, and you can get pressure reading from the weather forecasts on the net for your location postcode. They often give these readings on tv weather forecasts too, for people to set their barometers. One hand moves with atmospheric pressure. the second is moved manually to line up with the other hand any time you like so that you can tell whether pressure is rising or falling in a few hours/nextday.
