If nobody has any drawing and you end up at a dead end, most rotor rooting companies can track the lines or you. They send a snake with a radio transmitting head on it. They can then follow the signal using an above ground seeker (looks like a metal detector) and flag all the lines. Once you have all the little marker flags in your yard and temporary marking on the floor inside you can create a drawing and measurments that are pretty acurate. Good luck finding them at you local city office.
Go down to your Town Hall and find out who to ask for that. Sometimes you can also go to your cities website. They have contacts listed sometimes. A good person to talk to you would be one of the City Inspectors or a City Engineer.

Since you are in a large city, the department should have a section whose sole responsibility is to maintain maps of water and wastewater lines.
This department should also be full service. They have crews that can put cameras into waste lines and check for leaks.
Be warned, if you are looking for a leak and the leak is on your property, the "city" will not help you or pay to fix it. This may also apply to work performed on easement. If the city has to dig up easement to access a line and in the process, dig up your landscaping...your landscaping may not be covered.
