well i have wooden slat blinds too with mine you have to pull all 3 strings together to left side if that dosent work it looks like they maybe broken .sorry i cant be more help...
sounds to me they may have been fixed that way with a knot, try some wd40 on the mechanism that may help
check and see if the bottom of the blinds are hooked into the wall, although i cant picture exactly what you meant.
On mine you have to pull all three strings together, while pulling to the left. When the blind is at the height you want, you have to pull the string to the right to lock it in position. To release them, you pull the strings to the right - you hear a click - and let the cord run gently through your hand.
odd, the release mechanism is activated, as you have been doing, by tugging the strings to the left or right.
good luck!
You didn't say what kind of blinds - horizontal or vertical? Ours are vertical and we have one string that pulls them apart and another that 'opens' the blinds. Sometimes they get stuck and by pulling hard down it re-aligns them and releases the mechanism.
Left and right tugging should do it try a bit of WD40 perhaps the mechanism has got dirty
