Unless you actually see water leaking from the pipe leading to -- or the pipe leading out -- of the water heater -- It's a Gone-er !

Yes. Sorry to break the bad news. But yes. Everything gives out over time.
Usually, but make sure that no pipes on or around the tank are leaking first.
First establish if the leak is from a pipe connection or from a welded seam, the former can usually be repaired, the latter will require replacement of the cylinder.
I would get a new one ASAP. Don't buy into those so called "stop leak" products. It may be expensive but will be much more expensive if it blows. Esp if you are not home. You will come home to a flooded home. That is no fun. Here in Tx you can get one at Home Depot/Lowes and install yourself. It is very easy and saves a a bunch of money.
First, determine if it is a pipe fitting going TO or FROM the heater.(water can leak from a joint and run back into the heater). Second, If it`s electric, check (or have someone check) the gaskets on the heating elements. If you determine the actual (tank) itself is leaking, its time for a new heater.
