What would make a new compresser freeze on a air conditoner?
Question:they gave us a new unit outside but it still freezes and when it is frozen it keeps running and the inside unit is not on at all

Sounds like the outside unit is freezing BECAUSE the inside unit is not running. If the inside air handler is not pull air across the coil it will start to freeze (at the coil) and the work it's way outside. You could have a number of things wrong. Stuck contactor, bad thermostat, bad fan relay.
If they just put it, I would be calling them right back out! You still have issues.
Hey Grounded.how the heck can an overcharge cause a freeze up? The gas temp rises with pressure increase. I've seen freeze up due to lack of air flow (which that's what this sounds like), low gas, dirty evaporator coils. Never seen it with an overcharge. Care to explain that one to me?

Unit is overcharged with refrigerant or thermostat turned to a too cold position; in general.

What you are saying does not make any sense. The compressor is hot, it is outside, the evaporator, inside the house, is cold and is subject to freezing if it is too small, the compressor is too large or the fan too small.
It sounds like the indoor unit is not wired properly, when they put the new outdoor unit in they did not wire in the control wires for the indoor unit. The other question is did the indoor unit work before the new outdoor unit was put in.
