Answers:
sounds like the old run around you more than likely burned out your heater elements try a service plumber he should be able to replace them.

Call your landlord and find out what's going on. Someone knows the answer, you just have to keep looking for it.
If you have gas to the hot water heater, the heater is the problem. It may be there is a gas valve that is turned off, follow the pipes and see if one is off. If not, the heater is the problem.
Get pg&e and the plummer to come at the same time?
Call the owner, they probuly already know something is wrong from the previous tenants.Or call a good handyman " less expensive than a plumber" GOOD LUCK.
Is it electric or gas? PG&E is only going to make sure you have electric and gas to their side of the meter.

Past that is the responsibility of the owner. Call a different plumber or the landlord.

Or it is quite possable that there is a seperate gas and/or electric meter for your apartment that might need the power and/or gas turned on. By the way it is quite illegal for your neighbor to be paying for your utilities because the apartment is wired or plumbed that way unless they are fully aware of it and agree to it. So, if the utilities are not included in the rent and payed by the landlord there is almost deffinately seperate service for that apartment. If so have it turned on and enjoy the freebie from the neighbor.
Look at the fuse box for his unit and see if there is a fuse for the water heater, then see that it is turned on. It is the biggest expense so if you are getting it for free start with that. The next thing is to hook a hose up to the bottom of the heater and drain some water to see if it is clear. If the water is dirty there may be enough sediment in the hot water tank to keep the water from the heating aliments. You should do this a couple of times a year anyways. If you have done all the checks and still have no hot water there is no power or the heater is not working. Then call the landlord and ask him to deal with the hot water. Do not mention the free stuff.
call pg&e back and let them know that they instructed you to call a plummer. Tell them you did that but the plummer told you to call them. See what they say. If they tell you to call a plummer, stress that you did and then demand to talk to that person's supervisor. Make them act on this.
If the water heater is in his room, it should be easy enough to figure out. If it's up front, then your bf should ask the people there about it.
