It usually refers to methods and materials that are not popular. Some examples are:
-Steel frame versus standard stick (wood) for homes.
-Rammed earth wall construction
-Straw bale
-Adobe
-Partially buried or completely buried for thermal efficiency
Many of these technologies are ancient but have fallen out of 'fashion' due to economic factors and industry giants. Personally I like the 'non-standard' for the energy efficiency and individual aspects.
Anything that is not build to the uniform codes and standards.

It is a term that means that some idiot slapped it together with what ever he had on hand. I have found walls that were built using old garage doors covered with dry wall. This house was built by the local building inspector. he knew he cound get away with it.
It sounds to me like a term for construction that is not up to code. All buildings and additions are supposed to be built according to the Uniform Building Code, or the International Building Code depending on what state you live in. BUT, lots of remodeling is done without getting a building permit so the work is never inspected and may not be up to code. Where, and in what context did you hear this term?
