IS powder coating resistant to moisture?

That really depends on the brand and it's expected uses. An alternative which IS resistant is a glazing kit. You can have someone come in and reglaze your tub and tiles or, if you are really good at painting and that sort of thing, you can opt to go to a store such as Lowe's and pick up a reglazing kit. These are designed to withstand water and wear and tear and can be used on tubs, tiles, sinks, and toilets. Be sure to ventelate the area well. If your bathroom doesn't have a window or extractor fan place a regular fan near the bathroom door facing an open window. Good luck.
