Well evidently the reset switch is bad and not another problem..for if it was something "tripping" the switch elsewise..when you pressed it to hold it in it would kick back off rather than stay on when you kept it depressed..A landlord, however, in the usa is responsible for the heating and cooling on rentals, unless otherwise ammended and stated in the lease. by most state laws A landlord must provide heat and or ac to a renter that will maintain a steady temparature of at least 72 degrees farenheit.. It needs A new reset switch though...
If this is happening, the reset switch is being tripped; it's being tripped because there's an overload on the circuit. Remove the tape, so that you don't end up overheating the circuit and causing a fire. Next, contact a repairman, landlord, or the person who sold you the house if it's their responsibility. This is a hazard, and should be fixed before it's used!
You are asking for a housefire by forcing the reset switch. The unit needs to be repaired or replaced by a professional. Hopefully the problem is with the air unit and not in your house. Either way you are playing with danger - call a pro! And get that tape off the air unit right now!
Call a contractor/service company ASAP. It might just be just the reset switch, but you might end up with a fire by not resolving this problem soon. Like the old saying, play with matches, you will get hurt.
