Shuttering is the name used in England for the form-work for poured concrete.
People don't shutter for tiles. Shuttering is usually for roofs and porticos. The roof concrete (freshly mixed) is to be supported when it's poured over the openings of the room walls. So we need something to support the concrete between the walls. So wooden of steel panels are laid at roof level to support the concrete until it sets. These panels are called shutters.
These panels are supported by long pipes or wooden props from the floor.Once when the concrete sets(hardens), the shutters are removed to get the roof.
Normally , shuttering is done where concrete slabs are to be laid. It is done either with wooden planks or with steel plates, supported with long poles, underneth.
