Whats the best sound proof material?

In an application like yours acoustics in not really what you should be researching. Yes, sound proofing materials will help the situation but, I don't believe the investment costs will justify the final product. Sound proofing mats can run anywhere from $10-$100 per sq foot.

You should use dense materials such as doubled up 3/4" plywood and 2x4s for framing. On the sides of the hot tub that do not contain the pump you can use fiber fill or regular house hold insulation between your tub and the new sides. I wouldn't suggest packing any type of insulation around the motor because this may cause it to overheat. You may want to check with your local pool supplier to see if they offer any type of motor wrap that can reduce the noise but not harm the motor.

Just remember sound travels though vibration. The tighter you make your structure (glue and screw) the less chances you have for sound to be passed alone. Keep it simple and don't over engineer it. You will get your moneys worth out of good construction and standard insulation vs. expensive acoustic mats.
