My eyes sting when my neighbours upstairs come home and open all their windows. What is causing this?

Question:I live in a victorian part grade 2 listed building converted to 4 flats. When I first moved into the basement flat there was extensive humidity and damp which took 3 months and 3 full time dehunidifiers to resolve. My neighbours upstairs removed their carpet and sanded the floor boards,at the same time cracks began to appear all over the place at the ceiling and floor wall joins,in the woodwork & door frames. My neighbour came to me in a panic announcing her fear that the house was falling down,so God knows what sort of cracks appeared upstairs. However, since the carpets have gone & when they are home and all their windows are open on 2 or 3 sides of the building my eyes sting so much it hurts to keep them open and become bloodshot & irritated. My neighbours are smokers but not heavily so.I note my breathing is also poor and I had trouble walking a short distance today to the corner shop.A friend of mine suggested the problem could be a down draught & mould in the walls.Air con unit helps

Answers:
I actually think you should contact the environmental health department at your local council who will come and investigate for you.

Sounds like allergy and you should try benedryl. If it is allergy it will help. If it is not allergy it could be what they treated the floors with or cleaning solutions.
Can you call a home inspector, explain what going on and because your not looking for their services to buy or sell, but because of feared health problems maybe you can get a deal on the cost.
They are trained to see what we don't.
If you suffer from allergies then this very well could be mold.
Your ceiling could be painted with a water tight sealant or Kiltz.
I would also check with local hardware store, ask them what could be done.
Good Luck
Some ;houses have a gap between the floor and the skirting boards. Then smoke fumes and pollen can seep through. Maybe you have this problem and you could block up the gap.
U NEED TO MOVE BEFORE THE HOUSE FALLS DOWN
WHAT ARE YOU DOIN TO YOURSELF U COULD BE BREATHIN IN ALL TYPES OF THINGS DONT U CAR ABOUT YOUR SELF?
IT COULD EVEN BE ASBETOS THEN U ARE SCREWED
U DONT KNOW WHEN THEY WERE BUILDING THAT HOUSE THEY DIDNT HAVE ANY RULES OR REGULATION ON THE BUILDING

UR CRAZY TO STILL BE THERE
I can only think of three reasons for the discomfort of your eyes. 1] Your flatmates could have sprayed a strong air freshener and that would cause your eyes to sting.

2] If there's a filling station or garage close by...they could be spraying cars with acid solution and the wind could have blown it in through the windows.

3]If there;s an fruit orchard in the vicinity someone will be spraying the trees with insecticide.
