I have a kitchen scoop from Pampered Chef that skipped and now the slider thing sticks out.?

At $12.50 for a scoop, it should have some type of warranty with it. Send it back and request a replacement. The link you posted also has a link for guarantee information.
I love pampered chef those items are the best!! well exept maybe your scoop, what i would do is call the lady that sold it to you and ask her if it is still under warranty if it is you'll be in luck to get it replaced. Even if it has been a long time lots of pampered chef items are Lifetime so it would be worth your trouble, and if it's not under warranty see if she could meet up with you to help you fix it.
Most definitely contact the consultant whom you purchased it from. She can assist you in getting a replacement.
