Has anyone used cat urine powder to scare away rats? Rat traps and poison don't work?

Question:My town is infested. I live in Allston, Ma where there are a lot of students who don't dispose their trash properly

Seemingly a good idea, but ineffective. Unless under direct threat a rodent cares little of any smell that does not indicate a food source. One fun method is to bait them with food and wait for them, being still and quiet. Then you practice on them with your new pellet gun.
