The surface on our pool looks oily and bubbly.?
Question:And the water isn't clear either. Looks blurry and white. The PH level is fine and so is chlorine leverl. Have no idea what else it could be.

Could be from sun screen. The oil floats and the air is just from the water as it can't escape through the oil.

To much suntan oil your filter is probaly clogged. take your filter apart and clean it. another problem could be the pump isn't running long enough. it should run at least 6 hours a day this time of year.
It's probably the water that dirty. Try to change the water, and put in new cleaner water. Hope that helped.

Body oil, suntan oil, and the occational leaf will create an organic layer that will float on the top of your pool. These compounds are also good surfactants, and can cause soap like bubbles to form.
You need to first shock the pool hard and adjust the pH after adding the shock. Circulate the water for an entire day through your filter. Then backwash the filter and if you use DE, replace it.
There is a surfactant called Polysheen.a green or sometimes blue liquid that you add to the pool. This liquid is a surfactant that makes the little particles stick together to form larger particles. This makes them easier to remove with your filter system. Add some of this about half way through your all day filtering cycle. You should see some good results.
