Of course why not? In hot countries where there is no winter, they don't use hot water lol. Even me this time, I don't use hot water as it is summer here and so real hot.
It depends on who's doing the considering. Our ancestors didn't have hot running water in their homes, in fact, they didn't have any running water, including cold. A lot of people now don't have hot running water, even in the US.
Does the family have a method to heat water in enough quantities for baths? I'd hate to live without the convenience of hot water, but it would be possible, as long as there was a safe way to heat it for baths and washing up.

If you are a tenant, this probably violates your rights and your landlord should repair this right away.
I know of no family of racoons that have hot running water, so

I would say it depends on the circumstances. If it is only a temporary absence because of mechanical failure, then it is okay. But the problem would have to be fixed within a reasonable amount of time. If you are a rentor/tenant, then the landlord needs to take action to fix this problem. If very young children are involved, then any problem of this sort lessens the usual 30 days given as "reasonable time" to a week or less.
