Can a same ballast works for different fluorescent lights based on different voltage?

Question:or is there a need for different rating of ballast to works with different fluorescent lightings

Answers:
Ballasts are identified for their purpose. Most ballasts have several different combinations of lamps that will work with the ballast. Typically you can use lower wattage lamps. I have installed T-8 lamps, many times, on a T-12 ballast.

Some ballasts are rated for one specific voltage, others are dual-tap, or multi-tap. Enabling you to use the same ballast on different voltages.

yes it can
I think that have to be similarly sized. Also know that some voltages act as quick starts. I'm not completely sure to be honest. I think they have to be similarly sized.

God Bless
