Why does my overhead fan and light click continuously when power is turned on?

If the fan is turning, then something in the housing is hitting one or more of the blades.
If the noise is "snapping" when the light only is on then you may be hearing an arcing wire which if left alone my do one of three things.
1- It will spark long enough to get carboned up and quit working.
2- It will spark long enough to heat up and fuse the connection together and then it won't turn off.
3- It will spark long enough to start a fire. (Sparking generates heat).

There's a short
I'm going to assume you are talking about a ticking sound from vibration/movement and not an electrical short.
Try tightening all of the screws holding on the blades, light globes, etc.
After you do that, you can try to balance the fan by taping a single penny to one blade at a time. Keep moving the penny around and turning the fan on high until you find the right spot that gives the least movement/vibration.
A lot of fires have been started on account of a short.
Turn off the switch to them and call an electrician.
Not to worry. If it's a Hunter fan, or similar, the clicking is part of the motor speed control system. The one in our bedroom has been like that for the last 18 years. Do follow the advice of the others, but it may very well be what I've described. Good luck.
If the clicking speeds up and down with the fan speed...there may be wire or wirenut connector that has shifted in the housing . Try spinning the fan by hand with the power off. If you hear the click, that would rule out electrical arcing. Have a good listen to see if you can figure out where the clicking is originating in the housing. WITH THE POWER OFF, you can tease the wire or connector away from the housing with a knife or thin screw driver through one of the vents/slots in the housing.
