How do you change a washer on a kitchen hot tap if you have problems stopping the hot water supply?

If I could not turn the water off at it's source. I would turn off the water to the house at the main valve, and run the line till it was empty with the valve turned off in the kitchen as best as possible.

I take it that you already know how to replace the tap washer, so i'll leave that bit. basically if you cant isolate the hot water supply
by turning off the valve normally beside the hot water tank, if it is a stored hot water system. turn off the cold supply to the house, normally under the kitchen sink. open all the taps hot and cold
and drain the water off leaving all taps open.install new washer
put tap back together, turn water back on ,when water stars to run from the taps turn them off one at a time , this will avoid an air lock in the water pipes.
What kind of hot water supply do you have? If you have a hot water tank in an airing cupboard find the cold water tank that feeds it (will normally be in the loft space above the hot water tank) and plug up the outlet (usually at the side of the tank towards the bottom) Plumbers Merchants sell rubber plugs just for this purpose. You should now be able to open the hot water tap in the kitchen with little or no water coming out allowing you to change the washer.
If you cannot turn off the water, buy a single freeze pack, place it round the pipe activate it. Wait until the freeze pack has frozen the water in the pipe, turn the tap on,a small amount of water will come out. Undo the top of the tap replace the tap washer, reassemble the tap and wait for the pack to de-freeze. It would pay you to cut the pipe and put a inline valve in while you have the pipe froozen save messing about if you have to do the job again.

Go to the cupboard where your hot water cylinder is, and you will see a 22mm pipe with a whell valve on it. This pipe goes to the bottom of the hot water cylinder and feeds the hot cylinder with fresh water as you draw hot water.
