Mildew is a pesky thing. First to clean off what you have already, take a power washer to the pavers with a TSP solution mixed with a little bleach. Add 1 cup of bleach with 1/2 cup of tsp, to 1 gallon of water. For the pool, I am not sure what you use for chemicals, but it is probally best to use a solution of warm water and some simple green. Do not powerwash the pool liner unless you have plans to replace it. The Pressure will cut the liner with no effort, even if your careful) Simple green is non toxic, and won't effect the water if a little splashes in, unlike bleach (your hair, eyes and skin will thank you.) For a long term solution they sell a product called stop check. It is available at most paint stores, but again just for the pavers. If at all possible, get some sunlight to that area. cut a tree down if you need to. With sunlight, mildew is 95% less apt to grow. It tends to grow on shady or mostly shaded areas. I hope this helps. Use a power washer and use a bleach solution to kill the mildew. One part bleach 3 parts water. (you can squirt a little dish soap in with the bleach if you want so you know it is working when you see the suds)
I think they sell special cleaner for that, And if you have a power washer or can get one pretty easily (some places will rent them out) That would be your best bet... What ever you do don't use Bleach or regular household cleansers, because they could bleach or discolor your pavers and the pool. You can also try going to your local hardware store like Lowes or Home Depot and they should be able to get you started.
