My new air conditioner is spitting out small white flakes, that look like snow, whenever I turn it on?

Question:What are these flakes and how can I get them to stop?

Answers:
If it's brand new and you still have the receipt then I'd just return it and get a different one. It sounds like it may be defective from factory.

it could be ice, or refrigerant. sounds like your compressor may have taken a crap. call a service tech.
It's freezing up. Needs freeon - call a a/c maintenance guy.
It's frosting up. Check your owner's manual for advice, or contact the manufacturer. If you're unable to correct the problem, time to call in the pros.
Most use a white styrofoam panel around the blower and the air supply. It sounds like the blower wheel is hitting it and chipping it off.
Are you turning it on in the winter?
