Zero watts indicate no light. Don't be put off by the mercury scares. Flourescent lights have been in existance for decades. The amount of mercury in these lights is miniscule. People forget that the bases of incandescent bulbs contain lead which also ends up in our land fills.
If every household in the US would change just one incandescent light to a CFL we could close down two power plants.
The LED nightlights are very eco friendly, but consider changing out your incandescent lighting to CFL. The years of use you get out of them trump the cost of purchase.

Zero watts means no lights. Check your bulb carefully, there is at least one digit before the zero, probably poorly printed or stamped.
CFL's are a very economical alternative for incandescents. They last longer and will save you more in electricity than they cost. The prices have dropped dramatically in the last few years. I can even get 11W CFL's from my local dollar store! (they don't last as long as more expensive ones)
Night lights usually use 4W or 7W bulbs with mini sockets. CFL's come in different wattages and with different sockets. I've seen CFL's as low as 7W with standard and mini sockets. Expect a 7W CFL to put out about 4-5 times the amount of light as a 7W incandescent.
LED's are even more efficient and should last longer than CFL's, but they are still expensive to purchase. Prices are coming down quickly.
Shop around, different stores carry vastly different varieties of CFL's.
